                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 1, 2013      TO: Honorable Dan Patrick, Chair, Senate Committee On Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB521 by Paxton (Relating to the provision of and parental approval for a student's participation in human sexuality and family planning instruction in public schools.), As Introduced    No fiscal implication to the State is anticipated.  The bill would require school districts to request written consent for a student to participate in human sexuality or family planning instruction provided by an entity or individual that was not a district employee. Districts would also be required to prohibit any individual or entity that performed abortions or was affiliated with an entity or individual that performed abortions from providing instruction.  Local Government Impact No significant fiscal implication to units of local government is anticipated. School districts may incur minor costs related to providing and obtaining requests for written consent to a students parent or guardian.
