                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 11, 2013      TO: Honorable Craig Estes, Chair, Senate Committee on Agriculture, Rural Affairs & Homeland Security      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB523 by Rodríguez (Relating to the issuance of permits for dairy farming in certain areas of the state.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would repeal Sec. 435.006(d), Health and Safety Code which prohibits a permit from being issued to a person or a producer of a dairy located in an area infected with or at high risk for bovine tuberculosis as defined by the Animal Health Commission. No significant fiscal impact to the state is anticipated.The bill would take effect immediately if it receives a two-thirds vote in each house. Otherwise, the bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
