                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 7, 2013      TO: Honorable Judith Zaffirini, Chair, Senate Committee On Government Organization      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB533 by Zaffirini (Relating to a review of cost savings to state agencies and institutions of higher education under energy savings performance contracts.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Section 51.927 of the Education Code, regarding energy savings performance contracts and guidelines for those contracts established by the Texas Higher Education Coordinating Board, by requiring the Higher Education Coordinating Board to review reports submitted by institutions of higher education that measure and verify cost savings and provide periodic analyses of those cost savings to the institution's governing board and the Legislative Budget Board.  The bill would amend Section 2166.406 of the Government Code, regarding building construction and acquisition and energy savings performance contracts, by requiring the State Energy Conservation Office (SECO) to review reports submitted by state agencies that measure and verify cost savings and provide periodic analyses of those cost savings to the agencies and the Legislative Budget Board.  Provisions of the bill would be implemented within current resources.  Local Government Impact No fiscal implication to units of local government is anticipated.
