                    BILL ANALYSIS             S.B. 563     By: Hegar     Defense & Veterans' Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties assert that there currently is no specialty license plate available for a recipient of the Defense Superior Service Medal. S.B. 563 seeks to honor recipients of the Defense Superior Service Medal by providing for the issuance of specialty license plates for recipients of the medal.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 563 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue specialty license plates for recipients of the Defense Superior Service Medal. The bill requires each such license plate to include the words "Defense Superior Service Medal" at the bottom of the plate. The bill exempts one set of license plates issued under the bill's provisions from the required vehicle registration fee.       EFFECTIVE DATE    September 1, 2013.

S.B. 563 seeks to honor recipients of the Defense Superior Service Medal by providing for the issuance of specialty license plates for recipients of the medal.
RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
