The bill would amend the Local Government Code to authorize a municipality to bring a civil action or quasi-judicial enforcement of an ordinance relating to animal care and control; or water conservation measures, including water restrictions. A violation would be a Class C misdemeanor offense punishable by a fine of not more than $500. Local Government Impact Costs associated with enforcement and prosecution could likely be absorbed within existing resources. Revenue gain from fines imposed and collected is not anticipated to have a significant fiscal impact.
