                    BILL ANALYSIS             S.B. 703     By: Taylor     Special Purpose Districts     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Brazoria County Municipal Utility District No. 39, which is located within the extraterritorial jurisdiction of the City of Manvel, is currently authorized to provide certain services to land located within district boundaries. Interested parties note the need to amend the powers of the district to include, among other things, the power to undertake certain road projects. S.B. 703 seeks to address that need.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 703 amends the Special District Local Laws Code to establish provisions relating to the Brazoria County Municipal Utility District No. 39. The bill grants the district the power to undertake certain road projects. The bill authorizes the district, subject to certain requirements, to issue obligations and impose a property tax.    S.B. 703 establishes that the district retains all the rights, powers, privileges, authority, duties, and functions that it had before the bill's effective date. The bill provides for the validation and confirmation of certain district actions and proceedings taken before the bill's effective date.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
