The bill would allow a person to be represented in a due process hearing by either a licensed attorney or by a person who had special knowledge or training with respect to problems of children with disabilities and who met the qualifications established by the commissioner of education by rule. The Texas Education Agency (TEA) would not be required to license or regulate representatives in special education impartial due process hearings. Based on the analysis of TEA, the bill has no significant fiscal impact to the state. Local Government Impact No fiscal implication to units of local government is anticipated.
