                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 6, 2013      TO: Honorable Royce West, Chair, Senate Committee On Jurisprudence      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB717 by West (Relating to consent by a minor to housing or care provided through a transitional living program.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Family Code to allow children 16 years of age or older, who reside separate and apart from their parent, managing conservator, or guardian, to consent to housing or care provided through a transitional living program for themselves and their children, if any.  The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, otherwise the bill would take effect September 1, 2013.  It is assumed any cost to implement the provisions of the bill would be minimal and can be absorbed within existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
