The bill would amend the Water Code to specify that a groundwater and conservation district may not provide an exemption to obtain a permit for a water well that supplies water for the performance of a hydraulic fracturing treatment on oil or gas wells; or activities related to the production of oil or gas from a completed oil or gas well.
