The bill would amend Chapter 36 of the Water Code to establish permitting requirements by a groundwater and conservation district for a water well that supplies water for the drilling, exploration, or production of oil or gas. A district may not deny an application for a permit to drill and produce water for hydrocarbon drilling, exploration, or production activities if the application meets all applicable rules of the district.
