                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 15, 2013      TO: Honorable Rodney Ellis, Chair, Senate Committee On Open Government      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB916 by Estes (Relating to quorums and meetings by teleconference of the Texas Bioenergy Policy Council and the Texas Bioenergy Research Committee.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Agriculture Code relating to quorums and meetings by teleconference of the Texas Bioenergy Policy Council and the Texas Bioenergy Research Committee. The bill provides the definition for quorums of each of the committees as well as providing for meetings by teleconference. No significant fiscal impact to the state is anticipated.The bill would take effect immediately if it receives a two-thirds vote in each house. Otherwise, the bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
