BILL ANALYSIS S.B. 949 By: Nelson Public Health Committee Report (Unamended) BACKGROUND AND PURPOSE Interested parties assert that it is necessary to clarify the definition of "license holder" in the Medical Practice Act to align more closely with the definition used by the Texas Medical Board.
