                    BILL ANALYSIS             S.B. 949     By: Nelson     Public Health     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties assert that it is necessary to clarify the definition of "license holder" in the Medical Practice Act to align more closely with the definition used by the Texas Medical Board. S.B. 949 seeks to address this issue by amending current law relating to the definition of license holder in the Medical Practice Act.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 949 amends the Occupations Code to define "license holder," for purposes of the Medical Practice Act, as a person holding a license, permit, or certificate under that act.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
