                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 3, 2013      TO: Honorable Tommy Williams, Chair, Senate Committee on Finance      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SJR33 by Williams (Proposing a constitutional amendment authorizing school districts to create school security districts and impose ad valorem taxes for crime prevention measures; authorizing a tax.), As Introduced    No fiscal implication to the State is anticipated, other than the cost of publication.  The cost to the state for publication of the resolution is $108,921.  This resolution would propose a constitutional amendment to Section 3, Article VII, of the Texas Constitution to authorize the Legislature to permit a school district to create a school security district and impose a school security property tax for the purpose of providing crime prevention measures, provided that the school district is required to obtain voter approval of the creation of the school security district and the imposition of a school security property tax. A school security district would be governed in the manner provided by general law.  Adoption of the proposed amendment alone would have no fiscal impact on the state.  The proposed amendment would be submitted to voters at an election to be held November 5, 2013. Local Government Impact No fiscal implication to units of local government is anticipated.
