                    SENATE RESOLUTION NO. 853
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize City Year for its ongoing efforts to lower dropout
 rates among students in public schools; and
 WHEREAS, This outstanding nonprofit organization partners
 with public schools around the country to keep students in school
 and to encourage them to stay on track for graduation; City Year
 AmeriCorps members commit to a year of full-time service in
 schools, where they work as tutors, mentors, and role models; and
 WHEREAS, More than one million students drop out of school
 each year in this country, and half of them come from only 12
 percent of all public schools; City Year concentrates its efforts
 on the lowest-performing schools; and
 WHEREAS, In partnership with 238 schools nationwide, City
 Year focuses on intervention and support programs that target
 students who are most at risk for dropping out; City Year
 specifically works with students who are in the third through
 ninth grades and aims to improve their attendance, behavior, and
 performance in English and mathematics; and
 WHEREAS, It has been determined that students who progress
 to the 10th grade along with their peers are four times more
 likely to graduate than those who fall behind; City Year has the
 long-term goal of ensuring that 80 percent of the students in its
 partner schools reach 10th grade on track and on time; and
 WHEREAS, In Texas, City Year San Antonio has made great
 strides toward these goals; over the course of one academic
 quarter in 12 of the highest-need public schools, City Year
 intervention helped to achieve noticeable improvements in
 English grades and in attendance among a substantial percentage
 of low-performing students; and
 WHEREAS, These remarkable advances underscore the profound
 difference that special programs can make for at-risk students;
 the work of organizations such as City Year provides such
 students with the opportunity to have a brighter and more stable
 future; now, therefore, be it
 RESOLVED, That the Senate of the State of Texas, 83rd
 Legislature, hereby commend City Year for its successes in
 lowering dropout rates among public school students in San
 Antonio and across the country; and, be it further
 RESOLVED, That a copy of this Resolution be prepared in
 honor of this esteemed organization.
