 R E S O L U T I O N
 BE IT RESOLVED by the House of Representatives of the State of
 Texas, 83rd Legislature, 2nd Called Session, 2013, That House Rule
 13, Section 9(a), be suspended in part as provided by House Rule 13,
 Section 9(f), to enable the conference committee appointed to
 resolve the differences on House Joint Resolution 2 (a
 constitutional amendment to provide for the transfer of certain
 general revenue to the economic stabilization fund and to the state
 highway fund and for the dedication of the revenue transferred to
 the state highway fund) to consider and take action on the following
 matters:
 (1)  House Rule 13, Section (9)(a)(1), is suspended to allow
 the committee to change, alter, or amend text on a matter not in
 disagreement in the temporary provision added by SECTION 2 of the
 joint resolution to read as follows:
 (c)  This temporary provision expires January 1, 2017.
 Explanation: This change is necessary to ensure that the
 temporary provision remains in place for a sufficient period.
 (2)  House Rule 13, Section (9)(a)(1), is suspended to allow
 the committee to change, alter, or amend text on a matter not in
 disagreement in SECTION 3 of the joint resolution to read as
 follows:
 SECTION 3.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 4, 2014.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment providing for the use
 and dedication of certain money transferred to the state highway
 fund to assist in the completion of transportation construction,
 maintenance, and rehabilitation projects, not to include toll
 roads."
 Explanation: This change is necessary to provide for the
 election on the proposed constitutional amendment to be held in
 November 2014.
