 R E S O L U T I O N
 WHEREAS, Russell Cain of Port Lavaca has been named the
 Volunteer of the Year from Senate District 18 by the State
 Republican Executive Committee, and he is being honored at a
 special event in Austin on September 27, 2013; and
 WHEREAS, A longtime resident of Calhoun County, Mr. Cain is
 an alumnus of Texas A&I University--Kingsville and has enjoyed a
 successful career as a real estate broker and the operator of his
 own firm, Russell Cain Real Estate; he belongs to the National
 Association of Realtors as well as its Texas affiliate and has held
 many positions of responsibility in the Coastal Bend Association of
 Realtors; and
 WHEREAS, Committed to the principles and values of
 conservatism, Mr. Cain has worked tirelessly in support of
 Republican candidates at the county, district, state, and national
 levels; in addition to his six-year tenure as chair of the Calhoun
 County Republican Party, he has twice served as a delegate to the
 Republican State Convention, and in 2012, he had the honor of
 representing Texas as a delegate to the national convention; known
 as an energetic organizer, he has held four Tea Party rallies within
 the past two years, and he has helped to galvanize local youth by
 establishing the Calhoun High School Republican Club and arranging
 several trips to Austin for students to learn more about the
 workings of state government firsthand; and
 WHEREAS, This outstanding citizen has further benefited his
 fellow Texans through his myriad volunteer efforts, which include a
 long and illustrious affiliation with the Rotary Club; he is a past
 president and district governor of the service organization and has
 helped to organize a number of major Rotary events over the years;
 moreover, he has filled leadership roles in such local institutions
 as the Port Lavaca Main Street Association, the Al Amin Shrine
 Temple, Bluebonnet Youth Ranch, and Memorial Medical Center, and he
 has spent nearly 15 years on the board of the Gulf Bend MHMR Center;
 he is the current director of the Calhoun County Economic
 Development Corporation as well as vice president of the local
 American Cancer Society chapter, which he has served for a combined
 27 years as director and president; and
 WHEREAS, Mr. Cain was previously recognized as Citizen of the
 Year by the local Veterans of Foreign Wars in 1993; he has also been
 honored by the chamber of commerce as the 1992 Man of the Year and as
 a 2011 Hometown Hero, and in 2000, he was named one of the 25 most
 influential citizens in Calhoun County; and
 WHEREAS, In all his endeavors, Mr. Cain is blessed with the
 love and support of his wife of 17 years and fellow Rotarian, Cherre
 Walker Cain; he is a devoted congregant at Grace Episcopal Church,
 and in his free time, he is an avid golfer; and
 WHEREAS, With his countless hours of political involvement
 and community service, Russell Cain exemplifies the highest ideals
 of volunteerism, and in so doing he sets an outstanding example of
 civic engagement to which others may aspire; now, therefore, be it
 RESOLVED, That the House of Representatives of the 83rd Texas
 Legislature, 2nd Called Session, hereby congratulate Russell Cain
 on his selection as Volunteer of the Year from Senate District 18 by
 the State Republican Executive Committee and extend to him sincere
 best wishes for the future; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Cain as an expression of high regard by the Texas
 House of Representatives.
