                    SENATE RESOLUTION NO. 2
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize Dr. Kenneth I. Shine, who is retiring as executive vice
 chancellor for health affairs at The University of Texas System
 after nearly 10 years of outstanding service; and
 WHEREAS, Dr. Shine has played a vital role in the management
 and guidance of the system's six health institutions and their
 aggregate operating budget of almost $8.4 billion; and
 WHEREAS, In his work with the university, Dr. Shine brought
 to bear 10 years of experience as president of the Institute of
 Medicine; under his leadership, the institute addressed such key
 issues in the field of medicine as quality of care, patient
 safety, child development, and the availability and side effects
 of vaccines; and
 WHEREAS, Throughout his career, Dr. Shine has focused his
 efforts on meeting the medical needs of all Americans; he has
 organized symposia on the importance of cultural sensitivity in
 health care and has supported programs to increase immunization
 rates, decrease tobacco use among adolescents, and improve care
 for dying patients; and
 WHEREAS, An exemplary physician and administrator, Dr. Shine
 is respected and admired by his colleagues, and his presence at
 The University of Texas System will be greatly missed; now,
 therefore, be it
 RESOLVED, That the Senate of the State of Texas, 83rd
 Legislature, 2nd Called Session, hereby commend Dr. Kenneth I. Shine
 on his exceptional service to The University of Texas System and
 extend to him best wishes for continued success in all his
 endeavors; and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 him as an expression of high regard from the Texas Senate.
