 A BILL TO BE ENTITLED
 AN ACT
 relating to a reduction in the cost of attendance credits for
 certain school districts that purchase windstorm and hail
 insurance.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter D, Chapter 41, Education Code, is
 amended by adding Section 41.0932 to read as follows:
 Sec. 41.0932.  WINDSTORM AND HAIL INSURANCE COSTS. (a) This
 section applies only to a school district all or part of which is
 located in the seacoast territory, as defined by Section 2210.003,
 Insurance Code.
 (b)  Subject to Subsection (c), the total amount required to
 be paid by a district for attendance credits under Section 41.093
 for a school year is reduced by an amount equal to the district's
 cost for that school year of purchasing a separate insurance policy
 through the Texas Windstorm Insurance Association or otherwise for
 loss to property caused by windstorm or hail.
 (c)  To receive a reduction under this section, a district
 must provide the commissioner with acceptable documentation of the
 district's cost of purchasing insurance described by Subsection
 (b).
 (d)  The commissioner shall adopt rules necessary to
 implement this section.
 SECTION 2.  This Act takes effect September 1, 2015.
