                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            March 27, 2015      TO: Honorable Geanie Morrison, Chair, House Committee on Environmental Regulation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1113 by Clardy (Relating to the standard of review for a determination of standing in a contested case hearing conducted by the Texas Commission on Environmental Quality.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would authorize the Commission on Environmental Quality (TCEQ) to determine at the agency's discretion whether an affected person is entitled to standing in a contested case hearing. The decision could be made without an evidentiary hearing based on that determination. Passage of the bill is not expected to result in a significant impact to TCEQ's workload.
