The bill would authorize the Commission on Environmental Quality (TCEQ) to determine at the agency's discretion whether an affected person is entitled to standing in a contested case hearing. The decision could be made without an evidentiary hearing based on that determination. Passage of the bill is not expected to result in a significant impact to TCEQ's workload.
