                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            March 10, 2015      TO: Honorable Susan Lewis King, Chair, House Committee on Defense & Veterans' Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1128 by Fletcher (Relating to the issuance of Combat Action Badge specialty license plates.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to require the Department of Motor Vehicles (DMV) to issue specialty license plates for recipients of the Combat Action Badge. The bill would require the new specialty plates to include the Combat Action Badge emblem. The bill would require the DMV to issue Disabled Veteran license plates depicting the emblem from a Combat Action Badge specialty plate to which a person is entitled.Based on the information provided by the DMV, it is assumed the bill would require the agency to create up to 21 unique specialty plate designs to reflect the emblems of various Combat Action badges issued by the U.S. Army, Navy, Marines, Air Force, and Coast Guard.  The bill would also require the agency to create an equal number of Disabled Veterans plates to depict the various Combat Action emblems.  Based on the analysis of the DMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
