                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 13, 2015      TO: Honorable Ryan Guillen, Chair, House Committee on Culture, Recreation & Tourism      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1242 by Howard (Relating to replacing "Confederate Heroes Day" with "Civil War Remembrance Day" as a state holiday.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Government Code to remove "Confederate Heroes Day," January 19, as a state holiday and add "Civil War Remembrance Day," the second Monday of May, as a state holiday. The bill would not change employees' compensation. Under current law Confederate Heroes Day will fall on weekends in 2019 and 2020, while Civil War Remembrance Day would fall on a Monday under the provisions of the bill. There could be some impact in agencies' work output in years that employees work eight fewer hours, however the Legislative Budget Board anticipates no essential services would be endangered and any lost work time could be reasonably absorbed. The bill would take effect September 1, 2015. Local Government Impact No fiscal implication to units of local government is anticipated.
