The bill would amend the Water Code to require a ground water conservation district to renew or approve operating permits without holding a hearing, unless the permit holder who is applying for renewal does not meet certain criteria. The bill would permit an existing operating permit to remain in effect while the holder of the permit requests a change by amendment or while the district initiates an amendment for an operating permit. If the amendment is denied the holder may renew the original permit without penalty. Local Government Impact No significant fiscal implication to units of local government is anticipated.The Central Texas Groundwater Conservation District and Clearwater Underground Water Conservation District reported no fiscal impact is anticipated.
