LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION March 25, 2015 TO: Honorable Garnet Coleman, Chair, House Committee on County Affairs FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB152 by Harless (Relating to the authority of the voters of certain counties to authorize the county to regulate the sale and use of fireworks; providing penalties.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Local Government Code to allow the commissioners court of a county with a population of 3.3 million or more to prohibit or regulate the sale or use of fireworks in the unincorporated area of the county. Based on the population criteria, the provisions of the bill would only be applicable to Harris County. It is not known whether the Harris County commissioners court would decide to regulate or prohibit the sale of fireworks. However, if the Harris County commissioners court were to prohibit the sale of fireworks in the unincorporated area of the county, there would be a marginal reduction in state and local tax revenue. Local Government Impact Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government Source Agencies:304 Comptroller of Public Accounts, 576 Texas A&M Forest Service LBB Staff: UP, KVe, SD, TP, KKR LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION March 25, 2015 TO: Honorable Garnet Coleman, Chair, House Committee on County Affairs FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB152 by Harless (Relating to the authority of the voters of certain counties to authorize the county to regulate the sale and use of fireworks; providing penalties.), As Introduced TO: Honorable Garnet Coleman, Chair, House Committee on County Affairs FROM: Ursula Parks, Director, Legislative Budget Board IN RE: HB152 by Harless (Relating to the authority of the voters of certain counties to authorize the county to regulate the sale and use of fireworks; providing penalties.), As Introduced Honorable Garnet Coleman, Chair, House Committee on County Affairs Honorable Garnet Coleman, Chair, House Committee on County Affairs Ursula Parks, Director, Legislative Budget Board Ursula Parks, Director, Legislative Budget Board HB152 by Harless (Relating to the authority of the voters of certain counties to authorize the county to regulate the sale and use of fireworks; providing penalties.), As Introduced HB152 by Harless (Relating to the authority of the voters of certain counties to authorize the county to regulate the sale and use of fireworks; providing penalties.), As Introduced No significant fiscal implication to the State is anticipated.
