The bill would amend the Election Code to require the Secretary of State to allow additional counties to participate in the current military e-mail ballot pilot program and extend the duration of the pilot program. The Secretary of State indicates the provisions of the bill could be implemented within existing resources. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2015. Local Government Impact It is assumed that a county would desire to participate in the program only if the funds are available.
