The bill would amend the Health and Safety Code to require that a hospital or birthing center allow a woman who has given birth in the facility or her spouse to take possession of the delivered placenta in certain circumstances. The bill would require the Department of State Health Services (DSHS) to develop an acknowledgement form and educational information for facilities to provide to a woman or her spouse who take possession of the delivered placenta. DSHS indicates that the development of these materials could be accomplished by utilizing existing resources. HHSC indicates that costs associated with rulemaking activities could be absorbed within the agency's current resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
