                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 29, 2015      TO: Honorable Joseph Pickett, Chair, House Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1710 by Bohac (Relating to an election to repeal a photographic traffic signal enforcement system ordinance.), As Introduced    Depending upon the number of municipalities that would hold elections repealing photographic traffic signal enforcement systems and the outcomes of those elections, there could be an indeterminate loss of revenue deposited to the Regional Trauma Account 5137 as a result of the provisions of the bill.  The bill would amend the Transportation Code to require a governing body of a local authority to hold an election on the question of repealing photographic traffic signal enforcement systems if the governing body receives a petition that requests the election signed by 10% of the registered voters in the local authority. Under the provisions of the bill, an election on the repealing of a photographic traffic signal enforcement system ordinance could not be held more often than every two years. Local Government Impact The costs of elections would vary depending on the number of special elections required by valid petitions and the number of registered voters in a municipality. However, there is no way to estimate which entities will receive the necessary petitions to require an election. The fiscal impact of the bill on local governments cannot be determined.
