 A BILL TO BE ENTITLED
 AN ACT
 relating to a report by the comptroller on wage theft.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  REPORT ON WAGE THEFT. (a) The comptroller of
 public accounts, in cooperation with the Texas Workforce
 Commission, shall prepare a report on wage theft by employers in
 this state.
 (b)  The report must include:
 (1)  information regarding the demographic groups and
 industries most affected by wage theft;
 (2)  an analysis of the economic impact of wage theft on
 employees and its effect on competition within an industry; and
 (3)  an analysis, prepared by the Texas Workforce
 Commission, of:
 (A)  remedies available to victims of wage theft
 under state and federal law;
 (B)  procedural difficulties in pursuing a remedy
 under state or federal law; and
 (C)  recommendations for legislation to address
 the difficulties described by Paragraph (B).
 (c)  Not later than December 1, 2016, the comptroller shall
 provide a copy of the report to:
 (1)  the governor;
 (2)  the lieutenant governor;
 (3)  the speaker of the house of representatives; and
 (4)  each standing committee of the senate and house of
 representatives having primary jurisdiction over matters relating
 to labor and employment.
 SECTION 2.  EXPIRATION. This Act expires June 1, 2017.
 SECTION 3.  EFFECTIVE DATE. This Act takes effect September
 1, 2015.
