                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 8, 2015      TO: Honorable Jimmie Don Aycock, Chair, House Committee on Public Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1798 by Deshotel (relating to local control school districts.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Education Code to change home-rule school districts to local control school districts (LCSDs). A local control plan (LCP) would require approval by the voters of the district, and a vote could be requested by petition to the school board.  Employees of local control school districts would qualify for membership in the Teacher Retirement System of Texas.Based on the analysis of the Texas Education Agency, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.  A school board could adopt a resolution to become a LCSD and develop a LCP to be submitted for review to the commissioner of education. A school board that was presented with a valid petition to create a LCSD would be required to order an election.
