       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The election for the Hill Country Underground Water Conservation District board of directors is currently held on the uniform election date in November in even-numbered years. Interested parties contend that the large number of polling places open during a November election in even-numbered years creates difficulties for the district in the conduct of its elections. H.B. 1819 seeks to alleviate this difficulty.   H.B. 1819 amends current law relating to the date for the election of directors of the Hill Country Underground Water Conservation District.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1.  Amends Section 8844.104, Special District Local Laws Code, as follows:   Sec. 8844.104.  ELECTION DATE.  Requires the board of directors (board) of the Hill Country Underground Water Conservation District (district) to hold an election in the district on the uniform election date in May, rather than November, to elect the appropriate number of directors each odd-numbered year, rather than even-numbered year. Provides that Section 41.001(a)(2) (relating to general or special election dates), Election Code, does not apply to the district.   SECTION 2.  Requires the board of the district to adjust the terms of office to conform to a change in the election date made by this Act.   SECTION 3.  Provides that all requirements of the constitution and laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.   SECTION 4.  Effective date: upon passage or September 1, 2015.
