The bill would amend the Labor Code and Government Code allowing certain agency plans and materials to be exempt from disclosure. The State Office of Risk Management indicates that any costs associated with the bill could be absorbed within the agency's existing resources. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2015.
