The bill would amend the Government Code by defining an "illuminated device" and permits a person to use an illuminated display to communicate with disaster relief personnel in an area subject to a declaration of a state of disaster. No significant fiscal impact to the state is anticipated. The bill would take effect September 1, 2013. Local Government Impact No fiscal implication to units of local government is anticipated.
