                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 11, 2015      TO: Honorable Ryan Guillen, Chair, House Committee on Culture, Recreation & Tourism      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1979 by Phelan (Relating to a bag limit exemption for certain participants in certain fishing tournaments in Chambers, Jefferson, Galveston, Hardin, Newton, and Orange Counties.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Parks and Wildlife Code relating to bag limits in fishing tournaments held on the southern stretches of the Sabine or Neches River, in the Gulf Intracoastal Waterway, or in the Gulf of Mexico.  The bill would allow a tournament participant in certain counties that is a member of a team affiliated with a high school or college to count a largemouth bass that is smaller than the legal limit by two inches or less towards the daily bag limit.  The bill would require such a fish to be released after weighing.   Local Government Impact No significant fiscal implication to units of local government is anticipated.
