LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION April 17, 2015 TO: Honorable Richard Peña Raymond, Chair, House Committee on Human Services FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB2048 by Naishtat (Relating to the delivery of mental health services and supports under a system of care framework to minors who have or are at risk of developing a serious emotional disturbance or who are at risk of being removed from the minor's home.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Government Code relating to the delivery of children's mental health services through the system of care framework. The bill would require the Health and Human Services Commission (HHSC), rather than a consortium of agencies responsible for certain mental health services, to implement a system of care framework and maintain a plan for the delivery of mental health services. HHSC may enter into a memorandum of understanding with other agencies to deliver mental health services described in the bill. The bill would expand the population of minors served through the system of care to include those who have or are at risk of developing a serious emotional disturbance.HHSC, the Department of State Health Services, the Department of Family and Protective Services, the Texas Education Agency and the Texas Juvenile Justice Department indicate that provisions of the bill could be implemented within existing resources. The fiscal impact to the Texas Department of Criminal Justice would be dependent upon the projected size of this expanded population. Local Government Impact No significant fiscal implication to units of local government is anticipated.
