The bill would amend the Alcoholic Beverage Code as it relates to the authority of certain holders of a wine and beer retailer's permit to engage in specific activities as described by the bill. Although the Texas Alcoholic Beverage Commission anticipates increases in technology expenses, this analysis assumes all costs associated with the bill can be absorbed within existing appropriations. The Comptroller of Public Accounts indicates the revenue implications of the bill are not expected to be significant. The bill would take effect September 1, 2015. Local Government Impact Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
