However, interested parties note that the enacting legislation limited that authority to the area inside the district. The parties stress the importance of granting the district authority to oversee road projects outside the district so that the district can address all road projects impacting development within the district. H.B. 2092 seeks to address this concern. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2092 amends the Special District Local Laws Code to expand the authority of the Fort Bend County Municipal Utility District No. 182 to construct, acquire, improve, maintain, or operate macadamized, graveled, or paved roads or turnpikes, or improvements in aid of those roads or turnpikes, inside the district to provide for such activities outside the district. The bill establishes that the district retains all rights, powers, privileges, authority, duties, and functions that it had before the bill's effective date. EFFECTIVE DATE September 1, 2015.
