                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 19, 2015      TO: Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2131 by Davis, Sarah (Relating to the designation of centers of excellence to achieve healthy fetal outcomes in this state.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 32 of the Health and Safety Code to require the Department of State Health Services (DSHS) to designate health care entities meeting certain criteria as centers of excellence for fetal diagnosis and therapy. The bill would require the Health and Human Services Commission (HHSC) to adopt rules related to the designation of health care entities. The bill would require that DSHS appoint a subcommittee of the Perinatal Advisory Council to advise the advisory council and DSHS on the criteria necessary for the designation of health care entities. Based on the LBB's analysis of HHSC and DSHS, duties and responsibilities associated with the implementation of the bill could be reasonably absorbed within existing resources.  Local Government Impact No fiscal implication to units of local government is anticipated.
