                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            March 13, 2015      TO: Honorable Dennis Bonnen, Chair, House Committee on Ways & Means      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2177 by Huberty (Relating to the power of certain commissioners courts to authorize ad valorem tax sales of real property to be conducted by means of online auctions.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend Chapter 34, of the Tax Code, regarding property taxation, tax sales, and redemption, to permit the commissioners court of a county with a population of 3.3 million or more to authorize the officer charged with selling property to conduct a public auction using on-line bidding and sale. The commissioners court would be permitted to adopt rules governing the on-line auctions.The bill would not affect taxable property values, tax rates, collection rates, or any other variable which might affect the revenues of units of local governments or the state.The bill would take effect immediately upon enactment, assuming it received the requisite two-thirds majority votes in both houses of the Legislature.  Otherwise, it would take effect September 1, 2015. Local Government Impact No significant fiscal implication to units of local government is anticipated.
