                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 15, 2015      TO: Honorable Geanie Morrison, Chair, House Committee on Environmental Regulation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2187 by Smith (relating to the regulation of metal recycling entities; imposing an administrative penalty; amending provisions subject to a criminal penalty.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Occupations Code to add additional regulations on certain metals bought by metal recyclers. The bill would also authorize the Department of Public Safety to assess administrative penalties against persons or entities who violate these regulations. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within current resources. The bill would take effect September 1, 2015. Local Government Impact No significant fiscal implication to units of local government is anticipated.
