The bill would amend the Alcoholic Beverage Code to authorize the governing body of a municipality, rather than the Texas Alcoholic Beverage Commission, to prohibit the possession of an open container or the public consumption of alcoholic beverages in the central business district within the municipality. The bill would make conforming changes to the Alcoholic Beverage Code. The bill would take effect on September 1, 2015.
