                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 4, 2015      TO: Honorable René Oliveira, Chair, House Committee on Business & Industry      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB232 by Farrar (Relating to the promotion of breast-feeding and the prohibition against interference with or restriction of the right to breast-feed; creating a civil action.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  This bill would require state agencies, to the extent practicable, to develop policies that support breastfeeding at agency worksites. The bill also would specify that a mother is entitled to breast-feed her baby in any location where the mother and baby were otherwise authorized to be. The bill would establish a civil cause of action if the mother was denied that entitlement. The owner of a private home in which a violation occurred could not be held liable.It is assumed that costs associated with implementing provisions of the bill would not be significant and could be absorbed using existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
