AUTHOR'S / SPONSOR'S STATEMENT OF INTENT Interested parties have expressed the need for a municipal management district in a small area of Harris County to provide and pay for certain improvement projects and services that confer a special benefit on property in the area. H.B. 2353 seeks to address this issue. H.B. 2353 will allow the Saint George Place Management District to replace the Lamar Terrace Public Improvement District #2 and supplement Lamar Terrace TIRZ #1 to continue development within that neighborhood. H.B. 2353 amends current law to create the Saint George Place Management District; provides authority to issue bonds; and provides authority to impose assessments. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subtitle C, Title 4, Special District Local Laws Code, by adding Chapter 3925, as follows: CHAPTER 3925. SAINT GEORGE PLACE MANAGEMENT DISTRICT Sets forth standard language for the creation of Saint George Place Management District (district) in the City of Houston. Sets forth standards, procedures, requirements, and criteria for: Creation and approval of the district (Sections 3925.001-3925.007); Size, composition, election, and terms of the board of directors of the district (Sections 3925.051-3925.055); Powers and duties of the district (Sections 3925.101-3925.109); General financial provisions and authority to impose a tax and to issue bonds and obligations for the district (Sections 3925.151-3925.160 and Sections 3925.201-3925.202); and Dissolution and consolidation of the district (Sections 3925.251, 3925.301, and 3925.351). Prohibits the district from exercising the power of eminent domain. SECTION 2. Sets forth the initial boundaries of the district. SECTION 3. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished. SECTION 4. Effective date: upon passage or September 1, 2015.
