LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION April 6, 2015 TO: Honorable Larry Phillips, Chair, House Committee on Homeland Security & Public Safety FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB2359 by Bohac (Relating to prohibiting the Department of Public Safety from responding to bulk requests from the federal government for lists of individuals licensed to carry a concealed handgun; creating a criminal offense.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Occupations Code to proscribe the Department of Public Safety from providing a list of individuals licensed to carry a concealed handgun in response to a federal criminal justice agency's submission of a bulk request for such information. The bill would stipulate that a person commits a felony offense if the person violates this proscription. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within current resources. This analysis further assumes the provisions of the bill would not significantly impact state correctional populations, programs, or workloads. The bill would take effect September 1, 2015. Local Government Impact No significant fiscal implication to units of local government is anticipated.
