                    BILL ANALYSIS             H.B. 2401     By: Isaac     Special Purpose Districts     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties contend that continuing development and growth in Central Texas, including Hays County, has created the need for additional road projects. The parties note that the legislature created the Crosswinds Municipal Utility District, which includes area in Hays County, to facilitate certain projects in the district. H.B. 2401 seeks to provide the district with authority for road projects.        CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2401 amends the Special District Local Laws Code to establish provisions relating to the Crosswinds Municipal Utility District and grants the district the power to undertake certain road projects. The bill authorizes the district, subject to certain requirements, to issue bonds, including bonds payable from property taxes.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
