 A BILL TO BE ENTITLED
 AN ACT
 relating to allowing a person to register a motor vehicle when
 delinquent in the payment of certain civil penalties.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 707.017(a), Transportation Code, is
 amended to read as follows:
 (a)  If the owner of a motor vehicle is delinquent in the
 payment of a civil penalty imposed under this chapter, the county
 assessor-collector or the Texas Department of Motor Vehicles may
 not refuse to register, under Section 502.010 or any other law, a
 motor vehicle alleged to have been involved in the violation.
 SECTION 2.  Section 707.017(b), Transportation Code, is
 repealed.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
