The bill would require the Texas Department of Criminal Justice (TDCJ) to convene an advisory committee composed of volunteers (as described by the bill) to review problems facing the state jail system, develop recommendations to guide state criminal justice policies relating to state jails, and submit a report on the recommendations. Under the provisions of the bill, the committee members would serve without compensation and would not be entitled to reimbursement for expenses. TDCJ anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources. The bill would take effect immediately upon receiving a two-thirds vote in each house, otherwise the bill would take effect September 1, 2015. The bill requires the advisory committee to be abolished January 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
