                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 3, 2015      TO: Honorable Jodie Laubenberg, Chair, House Committee on Elections      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2520 by Rodriguez, Eddie (Relating to restrictions on the political activities of a county clerk who administers elections; creating a criminal offense.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Election Code to prohibit certain county clerks from participating in certain political activities such as being a candidate for office, holding a position in a political party, making political contributions, or publicly supporting or opposing a candidate or measure to be voted on. The bill would create a Class A misdemeanor for a county clerk who violates the provisions of the bill.  Local Government Impact A Class A misdemeanor is punishable by a fine of not more than $4,000, confinement in jail for a term not to exceed one year, or both.Costs associated with enforcement, prosecution and confinement could likely be absorbed within existing resources.
