                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 15, 2015      TO: Honorable Robert Nichols, Chair, Senate Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2549 by Davis, Yvonne (Relating to the authority and operation of regional tollway authorities.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to prohibit a toll project, authorized under Chapter 372, from stopping, detaining, or impounding a motor vehicle on a toll project's active traffic lanes unless a tolling service agreement addresses the action. The bill would require a registered owner to pay certain unpaid tolls by the 25th day after the invoice is mailed. The bill would permit a court of a local jurisdiction to collect and forward to the authority certain fees and tolls incurred by the authority. The bill would permit an invoice or notice to be sent through first class mail instead of electronic record if certain provisions exist. The bill would require an authority to file certain written reports before June 30 of each year.The Office of Court Administration reported no significant impact to the state court system is anticipated. Local Government Impact Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
