The bill would amend the Education Code related to Educator Preparation Programs (EPPs).The bill would allow the State Board for Educator Certification (SBEC) to make a written delegation of authority to the Commissioner of Education or the Texas Education Agency (TEA) to informally dispose of a contested case involving educator certification.The bill would allow SBEC to propose rules to establish standards governing the approval or the renewal of EPPs and the certification fields authorized to be offered an EPP.The bill would allow SBEC to propose rules necessary for the sanction of EPPs that do not meet accountability standards or comply with state law or rules. The board would also be required to review the accreditation status of each EPP, at least annually. The amendment would also allow the agency to revoke the approval of an EPP after providing the opportunity for a contested case hearing. The bill would allow SBEC to authorize an investigation of an EPP if an EPP presents a significant level of risk or a complaint indicates that an EPP may have violated a provision or rule. This bill would take effect September 1, 2015.Based on the analysis of the Texas Education Agency, Higher Education Coordinating Board, and university systems, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact Teachers will be required to complete a satisfaction survey at the end of their first year of teaching. Human resources personnel will be required to assist TEA personnel with identifying teachers who need to complete this survey.
