The bill would require the Division of Workers' Compensation of the Texas Department of Insurance (TDI) to conduct a study regarding employers who do not participate in and injured employees who are not covered under the workers' compensation system.Based on information provided by TDI, Texas Workforce Commission, Health and Human Services Commission, and State Health Services, it is assumed that all duties and responsibilities necessary to implement the provisions of the bill could be accomplished utilizing existing staff and resources.
